Tradeskill learning fixes.

Hello everyone!

Some time ago, the cap on the number of tradeskills you can learn was removed, and the credit cost of new tradeskills would be 200 bound credits for each tradeskill you already learned, the first tradeskill being free.

And now, resolving some bugs related to the above:

- The function of the Celestine Foil Collectible set has been clarified to what was supposed to be its updated behavior in its info text. That is, it provides your next unlocked tradeskill for free.
- This behavior now works properly.
- Purchased tradeskills are once again properly tracked for retirement purposes.
- Fixed an exploit where you could avoid the credit cost of adding new tradeskills by forgetting tradeskills only to reacquire them at no cost (because the fee was already paid).
