Changes to ship responsiveness.

Hi all!

Some changes to ship responsiveness are now live. After talking it over, we've decided to make ships generally more responsive. Sluggishness in the responsiveness of ships, we feel, has severely limited the fun factor. It's important to not overdo this to maintain some asymmetry between the ship classes, but we also feel it's an important change to make. Thus:

- The natural "resistance" imposed on acceleration by space itself has been reduced
- Acceleration now ticks more often at low speeds. This already was the case, but the figures are a bit more generous now. This means you should start seeing your ships get up to speed faster.
- The Turn Time shipmod no longer has a penalty. You shouldn't have to wreck your hull for this essential mod.

Additionally:
- NPC cargo ships should not move diagonally as often. They will still have irregular flight patterns and some cheaty behaviors, but my hope is to smooth this out over time.
