Winterflame fixes.

Hello all!

All the fog related things should now be completely gone from the Winterflame area, and the bugs with the older quests should now be fixed! Namely, Visra's quest has been fixed, and the Haerbists have been nerfed and contained a little to hopefully help!

If any mobs appear in peaced areas, please issue that, as they're really not supposed to.

NOW that's done, we will be working on new stuff to add in to make it extra special this year, so watch this space!
