Crafting tweaks.

Hi all!

I've been doing a number of fixes and improvements to modding, some of the more noteworthy bits are:

- Improved assistant reward stat scaling a bit.
- Reduced variance on the number of part crates gained from lost shipments, you'll reliably get more now. Part crates also generate with a bit more parts now.
- The crafting part artifact now applies to the assistant fetch errand, it previously only applied to reverse engineering and opening non-repackaged crates (I still have to update ARTIFACT INFO here).
- Syntactic sugaring all around, ASSISTANTS can be used without WORKSHOP. You can WORKSHOP STORAGE/PACK/UNPACK instead of including PARTS, PACK now accepts plurals and can handle both PACK <x> <parts> or PACK <parts> <x>.
