Various Modding changes.

Hi all!

Still ironing out some things with the new modding system, thanks everyone for your continued patience! All told I'm quite pleased that things are working fairly smoothly, hiccups aside. A few changes for you:

- Old mods you still have lying around can now be reverse engineered for global research credits.
- Fixed various bugs causing lost shipments of parts and of mods to not resolve correctly upon triangulation. Please BUG if you're still encountering issues with it from here on out.
- ASSISTANT INFO now includes percentage to next stat level.
- Improved the stat gain from assistant professional development.
- ASSISTANT LIST is now just a short-form of ASSISTANT INFO for all your assistants.
- Various improvements for Screenreader users in the new modding system.
