Burrowbot tweaks continued.

Hello again Sector!

As we continue to refine the recent changes to Engineer, we still feel as if the kill route is still a bit too oppressive. We'll be trying various incremental tweaks until it feels just right. Here are today's tweaks:

- Burrowbot tick times up to 10s from 5s.
- Discharge ticks remove more static than before.
