Various fixes and improvements, again.

Happy day, Starmourners

We're back for more bug hunting and improvements!

- EMOTE commands now properly go to the chat window on Nexus rather than displaying a bunch of times (aka: they're now available on GMCP Comm.Channel). This does not apply to premotes yet. Stay tuned.
- Commodities are no longer seized after extended inactivity. You'll still need to pay your cargo fees before accessing them, though.
- GMCP Target.Info no longer provides any information about players.
- Initiating an arena event in an occupied arena now displays the correct messaging
- You can now BLACKMARKET LIST from anywhere. You will still need to go to a valid blackmarket station (only TD at the moment) to trade though.
- Fixed a display issue with ARMOR PROBE on new armor items.
- Autofactories and refineries should now finish their job queues after going inactive, but no new jobs will be able to be added to them.
