Winterflame updates.

- The Winterflame festival area now has a few new quests that you can do:
- the kids around the snow mounds challenge you to throw snowballs at people
- supplying the bonfire with firewood is now a quest in its own
- there is a new quest relating to delivering gifts to children
It is advised that you partake in these quests, as the more helpful you are, the more rewards you'll be able to earn later in the festival. All of these quests may be done once per day (they have a 20hr cooldown) and we have more planned as the area slowly gets built.
- You may talk to Guss Tremmin, the quartermaster, to see how many quests you have done for Winterflame so far.

Other changes:
- Snowball throwing now requires and takes balance
- Snowmounds have a limited amount of snowballs in them before they need to acquire more snow
- Packing snowballs also requires and takes balance
- Goredog fights are properly enabled now for those who won Goredog tickets in the giftcatchers
- Dying to mobs in a crystal cache instance should no longer cost full cloning price (let me know if this is not the case)
- The ominous symbol "8" showing in certain areas should be gone now. I blame the Ishvana
