Various bugfixes.

- Channeled actions will no longer be interrupt by BUG, TYPO, ISSUE, HELP, SETALIAS, HP
- OBLIVION JOLT will no longer reduce the cooldown of quests and PERFORMANCE PERFORM. (I've been wavering a lot on this decision when it was just about performance. But as our scope of actions that show up on cooldowns increases, I must decide that the idea and flavor of JOLT is that it helps you quicken your own class abilities and doesn't accelerate -everything- about your character)
- A rare issue with a broken prize being awarded in the prizetable has been fixed
- NEWS [LIST] <section> [from] now properly works without LIST
- Fixed some issues with POURing
- DESIGN LIST [<skill>] [MINE] now actually takes into account the skill
- Stocking and seeing mixology designs in trade terminals should now work properly
- The 'level75' honors can now be featured
- Experience needed for performance levels past 10 has been adjusted (decreased)...again
