Governance updates.

We've just loaded up some important fixes regarding factional governance, fixing some issues in Song and Celestine.

1) We've temporarily reduced the voting requirements for elections for the Celestine Ascendancy, since the game is new and people don't have the long-term average playtime that would be normally required.

2) The bug that was causing Song's challenges to disappear has been resolved, we've gone through and refunded influence to those in the Dominion to the best of our records (some votes were overwritten, but most were there).

3) Voting in elections and supporting/opposing calls and challenges now requires voters to be registered - If you have not, please use the REGISTER command to do so.
