A small adjustment.

Hello, Starmourn. We've made some changes.

BEAST
MWP
* Railgun attacks now have a 15 second cooldown for the user; using hobble prevents dualshot for the next 15s, for example
* Snipe no longer has a miss chance and has had its base damage increased.
* The scaling of all railgun attacks to internal damage has changed. It will now quickly scale earlier on, then scale more slowly afterward.
* Removed EMShot

PLASMACASTING
* Consumption no longer has a maximum of HIGH plasma outside of inferno.
* Consumption now gives double the plasma while within an inferno that it would give without.

SUITTECH
* Added PULSE, which can also be used with ROUTINE.

Engineer
GADGETS
* Magnetize now removes one shard from the target after dealing its damage.

TURRETS
* Shardflinger turrets no longer drain parts.

Fury
FULMINATION
* Flameshape now applies its effect to direct-subsys-damage attacks (such as BLADE REND or RAGE TWIST), as well as afflictions.

Nanoseer
NANOTECH
* Rattle will now cost balance on failure
* Rattle affs will now deal half of their subsys damage.

VOIDISM
* Freeze stacks now fall off on a 9 second timer, instead of 8 seconds

Scoundrel
GUILE
* Firebomb has had its bleed damage scaling increased significantly. Additionally, it now gives scorched.
