Space missions: updates.

Space missions have just received an overhaul, here are the details!

* Stations no longer degrade over time; instead, completing space missions provides bonuses to station operations

* 100% is now the base hull, missions increase it above this number

* If the hull is at 115% or higher, transport shuttles operate faster

* If the hull is at 130% or higher, repairing a docked ship is 3 times faster
- Related: repairing a docked ship no longer uses up repair kits (though you still need astromechs)

* If the hull is at 145% or higher, you get a new command, SHIP BOOST, which increases your ship's acceleration and maximum speed by 15%. This boost lasts 1 RL hour, and can only be used every 24 RL hours (per-player limit, not a per-ship one).

* Space missions now disappear if not completed for 14 days
